Plan and Timeline For Diocesan Consultation and Discussion
Regarding the Proposed Revised Constitution and Canons

    “I am pleased to report to Diocesan Convention that the work on the comprehensive review of the Diocesan Constitution and Canons which began over eighteen months ago has reached a significant milestone. The task force has completed their suggested revisions and turned over the document to the Constitution and Canons Committee for their evaluation and review. This marks the beginning steps in the process of debate and approval leading up to the 2022 and 2023 Diocesan Conventions. To this end, I ask Diocesan Convention to direct the Diocesan Constitution and Canons Committee, in conjunction with the task force, to develop a viable strategy to engage diocesan wide consultation and discussion in 2021. This strategy will need to provide opportunities for reading, reflecting, commenting and discussing the preliminary document around the diocese, which will ultimately contribute to the shaping of the final document.”

    This page reflects the strategy adopted by the Constitution and Canons Review Task Force (“TF”) and the Committee on Constitution and Canons (“CCC”) to provide for the dissemination of information and solicitation of feedback regarding the TF’s Proposed Revised Constitution and Canons (“Proposed C&C”). We intend that it promote a robust, Diocesan-wide consideration of the Proposed C&C and permit the CCC to present a proposed Constitution and Canons to the 2022 Diocesan Convention that will have been thoroughly vetted by the Diocese and whose adoption CCC enthusiastically can recommend.

    The current and proposed C&Cs are lengthy documents. The TF proposes replacing the current C&C in its entirety with the proposed C&C.

    To aid members of the Diocese in educating themselves as to the provisions:

    CCC welcomes all comments, questions, and discussion on the Proposed C&C.

    The feedback will be reviewed by CCC and TF and used by CCC in determining whether to suggest changes to the Proposed C&C ultimately to be presented at the March 2022 convention. As noted in the timeline below, opportunities for this feedback will be available:

    • Orally at a series of Zoom meetings to be held by Convocation in June and September, at which members of the TF and CCC will be present to listen and respond.
    • In writing through a comment mechanism accessible HERE.
    • In writing by email to patrick@dioceseofeaston.org.
    • In writing by post office mail. Addressed: Constitutions and Canons Committee / Diocese of Easton / 314 North Street / Easton, MD 21601.

    A copy of this web post, and a link and/or URL address, will be provided by email and USPS mail to each parish vestry, mission Bishop’s committee, and Diocesan committee chair.

    As discussions are held and feedback is received, CCC expects to be posting additional comments and documents on this page on the Diocesan website. You are therefore urged to check back from time to time.

    The anticipated timeline for this process is as follows:

    May 1 – September 15:
    Period for review, reflection, questions, and comments. Written comments are welcome throughout the period in addition to scheduled Zoom meetings. CCC will conduct ongoing review of comments and questions as they are received and at its regular monthly meetings, consulting with TF and posting on the website as appropriate.

    May 20:
    CCC Meeting at 2:00 pm, to discuss feedback received to date, and any other pending CCC business.

    June 15 – 17
    Zoom meetings, by convocation. (If you are unable to join on the night assigned to your convocation, please feel free to join another session).  No registration required.

    July 15:

    September 7 – 9:

    September 16:
    CCC Meeting at 2:00 pm, to discuss feedback received to date and plan for preparation of an interim report to the Diocese.

    October 11:
    Following its review of feedback received over the summer and consultation with TF, CCC to post on website an interim report that summarizes the process to date; describes any changes to the Proposed C&C resulting from CCC’s review, feedback from members of the Diocese, and discussion with the TF; and lists CCC’s contemplated recommendations and reasons therefor.     October 11 – November 3:
    Opportunity for further comment on the Proposed C&C and contemplated recommendations published on October 11.

    October 21:
    CCC Meeting at 2:00 pm, to discuss feedback received to date and plan for preparation of December report to the Diocese.

    November 3:
    Deadline for submission to CCC of any other proposed amendments to Constitution or Canons.

    November 18:
    CCC Meeting at 2:00 pm, to consider feedback and discuss final report and recommendations to Diocese.

    December 3:
    CCC, following consideration of any post-October 11 feedback, and amendments proposed by others prior to the November 3 deadline, to finalize Revised C&C it will recommend and submit to the convocational meetings to be held in December 2021 and February 2022.

    December 16:
    CCC Meeting at 2:00 pm.

    December 2021 and February 2022:
    Pre-Convention convocational meetings.

    March 5, 2022:
    Presentation of proposed Revised C&C and CCC recommendations to Annual Convention.
